>8,831 clients currently served at the RSTs with no services

 

>295 new clients opened each month will have no services

 

>No referral outlet for the Mental Health Treatment Center, Access, ISA, TCORE, Guest House, private psychiatric hospitals, jail, CPS or APS, family members, or clients

 

>Elimination of the RSTs is the loss of the most cost effective programs serving large numbers of adults in the County. Currently the cost per client per year at the RSTs is $1,631. Compare this with the cost for one bed per day at the Treatment Center at an average rate of $775. The cost of a year’s treatment at the RST is equal to two days at the Treatment Center.

 

>The loss of providers with 16 years of experience with this population. Their supportive services have shown to decrease the number of hospitalizations and incarcerations at a cost saving to the County. Currently .2% of RST clients are at the Treatment Center daily.

 

>There is no general mental health care in the County after the elimination of RST services. What remains are specialty services, i.e., homeless, high intensity, and MHSA funded programs, for 1,200 adults with psychiatric disabilities. These programs are at capacity. There are no other services to accommodate close to 9,000 clients.

 

>Decrease in revenue for the County due to no Medi-Cal revenue from the RSTs

>Potential lawsuits to the County for client abandonment.

 

>Potential for DMH sanctions for overcapacity at the Treatment Center which could lead to de-certification.

 

>Out of compliance and violation of the Sacramento County Mental Health Plan (MHP) which states the following:

 

  1. The Mental Health Plan provides mental health services to all Sacramento County Mental Health Medi-Cal eligible children and adults (pg. 1 of the MHP)
  2. The Mental Health Plan provides medically necessary mental health services which may include (pg. 2 and 3 of the MHP): evaluation and assessment; brief therapy; counseling: individual, family and group; outpatient crisis stabilization; crisis residential treatment; adult residential treatment; medication evaluation and support; intensive day treatment; day rehabilitation; psychological testing; psychiatric hospitalization; homeless services; and services for co-occurring disorders.
  3. Some of the services the Mental Health Plan is required to make available, if you need them, include (pg. 10 of the MHP): mental health services in a clinic or provider office, over the phone, in the home or other community setting; medication support services in a clinic or provider office, over the phone, in the home or other community setting; targeted case management including plan development, communication, coordination, and referral; crisis intervention and crisis stabilization also provided in a clinic or provider office, over the phone, in the home or other community setting.
